Non-Participating Tobacco Product Manufacturers

The purpose of the Tobacco Manufacturers page of the Tobacco Litigation & Enforcement Section web site is to make available to the public the exact language of proposed regulations, forms and notices relating to the Attorney General's review of compliance by non-participating tobacco product manufacturers with the reserve funds requirements of Health and Safety Code sections 104555-104557. Non-participating tobacco product manufacturers include manufacturers and first U.S. importers of foreign-made cigarettes which the manufacturer does not intend for sale in the U.S., which choose not to join the 1998 Master Settlement Agreement between various tobacco companies and the state of California, 45 other states, the District of Columbia and five US territories. If amendments are made to the proposed regulations during or after the regulation adoption process, the amendments will be posted on this site.
