Gaming Resource Suppliers/Financial Sources (Vendors)

The California Tribal-State Gaming Compact requires all Gaming Resource Suppliers and Financial Sources request a finding of suitability from the Division of Gambling Control (Division) prior to issuance of a temporary or permanent Tribal Gaming License. An application is completed and submitted to the California Gambling Control Commission (Commission). Upon receipt of a completed application and supplemental information, a background investigation may be conducted by the Division and a recommendation is made to the Commission on their suitability for licensure. The standard for suitability, as prescribed in the Compact, is whether the applicant would be found suitable for certification in a gambling establishment pursuant to the Gambling Control Act (Business and Professions Code section 19800 et seq).

Who Must Apply for a Finding of Suitability:

  1. Any person extending financing (financial source) directly or indirectly to the Tribal Gaming Agency or gaming operation.
  2. Each business entity (vendor) and their parent company.
  3. All officers, directors, principal management employees; including any Chief Executive Officers, Chief Financial Officers, Chief Operating Officers and managers; all owners or partners of an unincorporated business as well as each shareholder who owns more than 10 percent of the shares of a corporation.
Each applicant and business entity must complete and submit to the Commission an application for a finding of suitability along with a $500 non-refundable application fee. In addition, the Division requires supplemental forms and/or documents from each applicant and business entity. These forms and/or documents must be completed and submitted to the Commission along with a sum of money that, in the judgment of the Director of the Division, will be adequate to pay anticipated investigation and processing costs, in accordance with Business and Professions Code Section 19867
