SPECIAL OPERATIONS UNITS

California is one of the largest drug-consuming states in the nation by virtue of its vast population. Combined with its vast geographic area, California has drawn numerous drug trafficking organizations that deal in large quantities of illicit drugs throughout the state and, at times, the nation.

Marijuana SeizureSpecial Operations Units (SOU) provide the mechanics by which BNE fulfills its state-level responsibilities for combating intrastate drug trafficking. In addition to sources developed by the task forces, the SOUs develop sources of information that identify the structures and members of these intrastate organizations. The SOUs evaluate and validate this information by examining financial records and conducting field surveillances to identify methods of operation as well as supply and distribution networks. Personnel conduct undercover operations to gather evidence leading to the arrest and prosecution of the principals involved. Emphasis is placed on target selection to ensure the elimination of the organization itself, rather than the random arrest of easily replaced members.

SOUs also provide support to the regional task forces and local agencies when major drug problems and drug trafficking across county lines are identified. In these cases, appropriate short-term strike forces are formed with the coordination and assistance of the SOUs. The strike forces deal with these cases by providing expertise, resources and special skills. Additionally, the SOUs train local narcotic officers through on-site classes and seminars, on-the-job infraction and classes in the Department of Justice (DOJ) Advanced Training Center.
