Bureau of Narcotic Enforcement

DIVERSION PROGRAM

The Bureau of Narcotic Enforcement is required by law to investigate doctors, pharmacists, nurses and others who divert controlled substances from legitimate channels to the illicit market. Most of the BNE regional offices have one or more agents assigned to enforce the laws that govern how members of the medical profession dispense and administer controlled substances. In addition, agents assigned to the Diversion Program investigate individuals who pass fictitious prescriptions.

The objective of the Diversion Program is to reduce the incidence of drug diversion from legitimate channels to the illicit market by investigating and assisting in the prosecution of licensed physicians, dentists, podiatrists, pharmacists, veterinarians and others who are illicitly prescribing, dispensing and/or administering controlled substances.

The Diversion Program investigates and assists in the prosecution of individuals engaged in printing, theft, forgery, and the passage of fictitious prescriptions for controlled substances.

The Diversion Program provides training to medical professionals to identify schemes and methods used to illegally obtain drugs so they can minimize the diversion of controlled substances and to expand the exchange of information on drug diversion among law enforcement agencies, the Medical Board of California, the Department of Consumer Affairs and the Board of Pharmacy.
