AB 106 Scott/Aroner Firearms Safety Devices (Same as SB 130). Requires all firearms sold or manufactured in this state to have or be accompanied by a designated warning and, as of 1/1/2002, a DOJ-approved safety device. A firearm safety device need not be purchased if the purchaser has a gun safe. Allows the Attorney General to recall devices that don't meet the state standard. Allows the DOJ to charge a $1 fee per firearm transaction to support program costs related to this statute. SIGNED BY GOVERNOR. Ch # 246. BILL TEXT AND HISTORY
AB 202 Knox One Handgun per 30-Day Limit. Makes it a misdemeanor for any person to make application to purchase more than one handgun within any 30-day period, except under specified conditions. DOJ would need to cancel sales of handguns that fall under this category. Also requires a new PC 12071 warning sign which firearms dealers are required to post to notify customers of this law. AB 295 Corbett Gun Shows. Requires DOJ registration of gun show producers. Places a number of new requirements on gun shows, including sign, security, gun checking/tagging, identification, and minimum age (must be at least 18 years old or accompanied by parent/grandparent/guardian). For each year of registration, requires gun show producers to provide the DOJ with lists, (which must be updated if changed) of gun shows that they will be producing. Requires gun show producers to file event security plans with the DOJ and local law enforcement. Requires gun show producers to provide the DOJ proof of a million dollar insurance bond, a DOJ-issued Certificate of Eligibility, an acknowledgement of understanding of specified laws, and a list of vendors for each gun show or event so that the DOJ may check its records to ensure that the vendors are properly licensed. AB 491 Scott Carrying Loaded/Concealed Unregistered Handguns. Increases the penalty for the crime of carrying a concealed handgun and ammunition for that handgun from a misdemeanor to a possible felony if the handgun is not on file (registered) in the DOJ Automated Firearms System (AFS). Requires the Attorney General, upon individual request, to place pre-1979 transfer records relative to the individual making the request into the AFS. Requires, until January 1, 2005, district attorneys to report annually to the Attorney General (AG) profiles of persons charged with felonies or misdemeanors under these provisions. AB 1322 Oller CCW Licenses. Allows for a CCW License valid for up to four years to be issued to qualifying custodial officers who meet specified requirements and who are employed by sheriffs. SIGNED BY GOVERNOR. Ch # 142. BILL TEXT AND HISTORY
AB 1587 Scott URGENCY BILL: URGENCY BILL: Enacts due process requirements to again require reporting and allow firearms prohibition of persons falling under WIC section 5150. Requires facilities discharging these persons to provide each of them with a form to allow him/her to schedule a due-process court hearing to restore his/her rights to purchase, possess, etc., a firearm. SENATE BILLS

SB 15 Polanco Handgun Testing. Prohibits any person from manufacturing, selling, etc., any unsafe handgun as defined. This requirement does not apply to curio/relic handguns. Requires DOJ-certified laboratories to test guns for conformance with safety and performance standards and report to the DOJ. Effective January 1, 2001, requires the DOJ to certify acceptable handguns and publish a list of these handguns. This requirement does not apply to private party transfers, pawn returns, et. al. SB 23 Perata Assault Weapon Registration. Establishes criteria for defining assault weapons by specified generic characteristics. Requires registration of all newly defined assault weapons by 1/1/2001. Requires the DOJ to conduct a public notification campaign regarding registration requirements. Restricts sales, transfers, manufacture, and importation of firearm magazines with a capacity greater than ten rounds. Does not include .22 caliber tubular magazines. SIGNED BY GOVERNOR. Ch # 129.
